1. Introduction to Nishchay Yojana

The portal is run jointly by Bihar’s Education Department, Planning and Development Department, and Youth, Employment and Skill Development Department. It covers three schemes: the Bihar Student Credit Card, the Self-Help Allowance, and the Kushal Yuva Programme. Under “Aarthik Hal, Yuvaon ko Bal” there are three schemes: Mukhyamantri Nishchay Swayam Sahayata Bhatta, Bihar Student Credit Card, and Kushal Yuva Karyakram.

  • Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana (MNSSBY): Launched under the first commitment of Aarthik Hal Yuvaon ko Bal, it gives INR 1,000 a month for up to two years to unemployed permanent residents of Bihar aged 20 to 25 who have passed Class 12 but are not in higher education, to help them look for work.

  • Kushal Yuva Program (KYP): For youth aged 15 to 25 who passed Class 10 or Class 12 and then left formal education.

  • Bihar Student Credit Card (BSCC): A scheme designed to help students pursue higher studies, launched on Gandhi Jayanti, 2 October.

2. Objectives of the Yojana

  • To give Bihar students enough financial support to pursue higher studies.

  • To encourage the many students who stop studying after school because of lack of money to continue their education.

  • To remove the interest-rate barrier that keeps students from taking ordinary education loans.

  • To give student credit cards to around 5 lakh students in Bihar.

  • To support unemployed youth during their job search and train them in language, communication and basic computer skills (MNSSBY and KYP).

3. Key Benefits of the Nishchay Yojana

The Nishchay Yojana offers the following key benefits:

  • Interest-free education loan: The scheme provides an interest-free loan for higher studies.

  • Study Anywhere: The student may be enrolled in, or selected for, a recognised institution in Bihar, in another state, or one approved by a central regulatory agency.

  • Monthly Allowance for Job Seekers: INR 1,000 a month for up to two years under MNSSBY.

  • Free Skill Training: KYP trains youth in Hindi and English language and communication skills and basic computer skills. MNSSBY beneficiaries must complete 240 hours (3 months) of KYP training.

  • Simple Application: No documents need to be uploaded while filling in the online form. Applicants can apply at any time, as long as they meet the eligibility conditions.
